Minister for Equalities Olivia Bailey emphasized the need to close legal loopholes that have left LGBT+ individuals vulnerable to these harmful practices. The bill proposes two new criminal offences: one for carrying out conversion practices causing serious harm, and another for encouraging such practices outside of England and Wales.

Defining Conversion Practices

The bill will set a legal definition of conversion practices as conduct aiming to change someone’s sexual orientation or transgender identity through abusive acts. This definition is crucial, as previous drafts lacked clarity, according to Dr. Hilary Cass, author of a report on gender identity services.

Mary-Ann Stephenson, Chair of the Equality and Human Rights Commission, stressed the need for clear definitions to ensure these protections.
