The ‘No 10 North’ unit is Burnham’s tool to achieve this transformation. It will facilitate the flow of power across the country, supporting regions in three critical areas: reform of essential utilities, reindustrialization, and regeneration.

This plan builds upon Labour’s 2024 manifesto, which promised to extend devolution powers to new areas and strengthen existing mayoral and combined authorities.

Burnham’s policies are not limited to devolution. He has also pledged to build the largest council house program since the post-war era, signaling a commitment to affordable housing. Additionally, he promises a complete rethink of education, focusing on technical education and preparing the next generation for success.

On welfare, Burnham aims to find fair and lasting cuts, emphasizing support for young people’s mental health and in-work support. He also advocates for devolving employment support to mayors and empowering grassroots organizations to help those in need.
