This plan builds upon Labour’s 2024 manifesto, which promised to extend devolution powers to new areas and strengthen existing mayoral and combined authorities.

Additionally, he promises a complete rethink of education, focusing on technical education and preparing the next generation for success.
On welfare, Burnham aims to find fair and lasting cuts, emphasizing support for young people’s mental health and in-work support. He also advocates for devolving employment support to mayors and empowering grassroots organizations to help those in need.
